First Accreditation Granted For Asbestos Surveying On Marine Vessels

CTI is the first organisation to be granted UKAS accreditation to ISO/IEC 17020: 1998 for asbestos surveying on marine vessels in compliance with IMO (International Marine Organisation).

Rob Bettinson, Divisional Director, Technical said.  “UKAS has been assessing inspection bodies undertaking asbestos surveying in buildings for a number of years.   Whilst the IMO resolution contains guidance on how asbestos inspection in marine vessels should be planned and the materials assessed, there is little other detailed information on how the surveying should actually take place and what is expected of the organisation undertaking such work.  Given that the remit for this new area of accreditation was unique, the scope of assessment was suitably tailored to address the specific issues associated with asbestos surveying of marine vessels.  The UKAS accredited asbestos surveying of marine vessels now sets a new benchmark standard for the shipping industry.”

(Most maritime counties, such like Australia, Netherlands, UK etc.,  require or encourage the marine asbestos inspection should be carried out and reported by the qualified inspection body which is accredited according to ISO17020 by the accreditation body.)

Australian Customs accepts asbestos inspection and testing results from CTI.

asbestos is prohibited as listed in the AustralianCustoms (Prohibited Imports) Regulations  1956 and Customs does insist upon asbestos inspections and testing being carried out by organisations recognised by the National Association of Testing Authorities (NATA) prior to the goods arriving to our shores.

CTI has communicated with Australian Customers enquiring their marine asbestos inspection accreditation by UKAS is recognized by NATA and finally acceptable to Australian Customers and Australian Maritime Safety Authority.

Myles Pickett, Manager Pre-Clearance Intervention & Targeted Compliance Response, from Australian Customs and Border Protection Service (E: myles.pickett@customs.gov.au) ensure in the response email that CTI marine asbestos survey is recognized by NATA and thus accepted by Australian Customers.

Myles Pickettfurther explained NATA is recognised by the Australian Government as the authority for accreditation of inspection and testing organisations in Australia. NATA also administers the Mutual Recognition Arrangement Network in Australia. This recognition extends to their overseas equivalents in that it acknowledges the accreditation standards insisted upon by them and accepts the finding of laboratories that have met these standards.

As a result, Customs accepts inspection and testing results from overseas companies accredited by authorities listed in the Mutual Recognition Agreement facility on NATA’s Australian website. CTI has been accredited by UKAS for marine asbestos inspections and UKAS do appear on the NATA Mutual Recognition Agreement.

UKAS accreditation determines the competence of staff, the validity and suitability of methods, the appropriateness of equipment and facilities and the on-going assurance through internal quality control.  Assessments on vessels include those at initial (pre-build), verification (post-build) and whilst in-service, with management recommendations where appropriate.

Ukas Mandatories Marine Asbestos Survey Accreditation

The United Kingdom Accreditation Service is the sole national accreditation body recognised by government to assess, against internationally agreed standards, organisations that provide certification, testing, inspection and calibration services. UKAS was tasked by UK Health Safety Excecutive for assessing and accrediting asbestos inspection bodiessince 2001.

UKAS has published the new requirements specificly for asbestos survey for marine vessels used within international waters and registered with the International Maritime Organisation (IMO)

The requirements for surveying of such ‘premises’ differ from the current UK guidance as currently published in HSG 264, and which UKAS accreditation of asbestos surveying is currently based. Although UKAS recognises that UK Regulations cover the normal operation of marine vessels in UK waters and docks, separate accreditation will be required for those organisations that wish to undertake surveys of marine vessels to an accredited standard including:

  • Cargo vessels
  • Passenger vessels, and
  • Off-Shore vessels and Facilities

as specified by the Safety Of Life At Sea (SOLAS) Convention Chapter II-1, Regulation 3.5.2 (1974 as amended) for the sole purpose of generating asbestos condition reports, (Initial, Verification and In-service, including management recommendations where appropriate).
